Product accessibility statement
Draft, 31 October 2026. This statement may change after review.
This statement covers the product at /app (applicant and officer screens) and the public register. It follows the GOV.UK model accessibility statement. The website has its own statement.
Using the product
You should be able to:
- change colours, contrast levels and fonts in your browser
- zoom in up to 400% without the text spilling off the screen
- use the product with just a keyboard
- use most of it with a screen reader
How accessible the product is
Some parts may not be fully accessible:
- it has had automated accessibility tests only, with no independent audit
- it has not been tested with screen readers or speech recognition software
- uploaded documents, such as certificates, are the applicant's own files and may not be accessible
- letters are produced as web pages to print and as PDF files; the PDF files are not tagged for screen readers, and the printed form has not been tested
Feedback and contact information
For this information in another format, or to report a problem, use the form on the website's contact page and say the message is about accessibility. Give the page and what went wrong.
The supplier replies within 5 working days. The council running the scheme will also have its own contact route.
Enforcement procedure
The Equality and Human Rights Commission (EHRC) enforces the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018. If you are not happy with the response to a complaint, contact the Equality Advisory and Support Service (EASS).
Technical information about the product's accessibility
The council running the scheme is a public sector body, so the regulations apply to the service it offers through the product. The supplier builds the product to help the council meet them.
Compliance status
The product is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, because it has not been fully tested against it.
Non-accessible content
Not yet fully tested
Automated checks against WCAG 2.2 A and AA run on every applicant and officer screen, at desktop and phone widths, in every test run. The application and the grant of a licence are also run with the keyboard alone. These checks find only some kinds of problem, so there may be others.
Content outside the supplier's control
Documents uploaded by applicants, and text that officers write into letters and conditions.
What is planned
- An independent accessibility audit before the first council goes live.
- Testing with screen readers and speech recognition software.
- An update to this statement after each audit.
Preparation of this accessibility statement
This statement was prepared on 21 October 2026 and last reviewed on 31 October 2026. It is based on automated tests and keyboard-only runs by the supplier.
