Selective licensing software

How a licence moves from application to the register.

Every application follows the same steps in one case list.

Licensing workflow

Seven steps, from the first form to the renewal.

  1. Application

The applicant uploads each certificate with its expiry date, and pays Part A on the council's payment page.

Validation checklist for a demo application: the gas safety record is marked as a problem because it expired before the application was sent, and the address, fee, EICR, EPC and fit and proper checks are marked as checked, each with its rule.

  2. Validation

The officer works through a checklist and requests a missing document by letter from the case.

  3. Draft licence

The draft licence takes the scheme's conditions and goes out with the notice of intention to grant.

    Conditions (3 of 12 shown)

    1. 1.Provide a current gas safety certificate to the council each year.
    2. 2.Give each tenant a written statement of the terms of their occupation.
    3. 3.Keep smoke alarms in working order on every storey.

Conditions come from the scheme settings. The officer can edit them for this property.

  4. Representations

Each representation is logged with the council's response, until the closing date.

  5. Grant

The officer records the decision, the licence goes out with a notice of grant, and Part B is paid.

  6. Register

The licence joins the public register the day it comes into force.

Public register search in the demo: a street or postcode search box and 200 licences found, each with its address, licence number, property description, licence holder and manager.

  7. Renewal

Reminders go out on the council's dates, and a renewal starts from the last application.

Also in the case

The rest of a licence's life sits in the same record.

  • Variations

A new holder, manager or condition is a variation on the same case.

  • Inspection notes

Notes and photos are added on a phone.

  • One officer per case

A case can be assigned to one officer, from submission through to licence issue.

What we leave out

Some work is better done by other tools and firms.

  • HHSRS scoring

Stays in the tool your officers use for it.

  • Unlicensed property prediction

A supplier's target list can be imported.

  • Native apps

Officer screens work in a phone browser.

  • Administration as a service

    Your officers make every decision.
